Junior III engine equalization Update

As of September 4, 2003 the BCKCA executive has issued a bulletin for the Junior III class and how they will deal with the class for the Regional race this coming weekend.  Check on the Regulations page for the BCKCA Bulletins for full details

Junior III engine equalization 

BCKCA has issued a notice to all clubs and dealers regarding the Junior III program.  The executive is calling for immediate changes to be made and submitted in writing prior to the next event that would see both the Rotax Junior and the Leopard Junior slowed down to match the speed of the JICA engines.

This has been called for under the requirements of motion #33 from the rules meeting.  BCKCA reserved the right to have changes made to ensure that the engines would be as equal as possible.

 The above test results were gathered by Bulldog Motorsports, Genesis Racing and Italian Motors.  The testing was done at CARTBC in January under clear skies with a temperature of about 9 degrees.

At the last Westwood race The Leopard engine was more than 1 second faster  than the Rotax and the JICA.  The JICA is now running a couple of tenths faster than the Rotax.

2003 ASN Canada FIA ­ National Karting Championships

Just a quick note to remind you and your members that the 2003 National Karting Championships will be held at Mosport International Raceway on August 15, 16 and 17.  The event will be preceded by 2 days of practice on August 13 and 14.

In addition to Entry forms, the list of classes, supplementary regulations, race schedule and technical inspection checklist you can find the contact details for:

There is a snack bar on site serving typical snack bar food: burgers, hot dogs, fries, chips, candy and hot and cold beverages.  For those of you who don't want to eat burgers and fries three times a day for five consecutive days, we have an alternative.  A catered food service is available serving continental breakfast and buffet lunch each day.  The registration deadline for the catered food service is AUGUST 6th.  More details, including a registration form are available on the ASN website.  If you want to take advantage of this deal you must sign-up by AUGUST 6th, you cannot purchase this package at the track.

Mosport International Raceway is located approx. 100km east of Toronto, North of Hwy 401 at Bowmanville.  The National Karting Championship will be held on the full Mosport Driver Development track, the track used by the Bridgestone Race Academy for F2000 cars.  The track is approx. 2km in length has 12 corners and incorporates significant changes in elevation.  An aerial photo of the track is available on the Mosport website www.mosport.com, while a video-clip of an F2000 lapping the track is available at www.race2000.com.

I encourage you and your club members to join us at Mosport for the Canada's premier karting event of the year.

Remember, registration remains open until 6pm on Thursday August 14, but to obtain the discounted entry fee you must register by July 31.

 Memo to all BCKCA affiliated clubs

 RE; LICENSING ISSUES

 There has been much confusion this year regarding the licensing of drivers. This, we believe, has been caused in large part because of last minute applications. As a result, everyone is scrambling around trying to get the appropriate documentation in order. This memo is an attempt to clarify procedure.

 LICENSING

When the Club Licensing Committee (CLC) signs an application form, they are ensuring that the driver in question has satisfied all the necessary requirements for that particular license within the scope of the rules; including medical, driver’s test, age, experience, etc. Remember, A CLC SIGNED APPLICATION FORM IS AS GOOD AS A LICENSE. If the applicant is not in conformance with the rules and your CLC has signed the form, your ASN insurance may be null and void.

 Therefore, DO NOT SIGN AN APPLICATION FOR ANYONE THAT IS NOT WITHIN THE SCOPE OF THE RULES. If someone is applying under BCKCA rule 5.2.1.2(1), the CLC is to collect all the necessary documentation along with an UNSIGNED application and forward it to BCKCA for evaluation and adjudication. The CLC should inform all drivers applying under this rule that a decision in their case may take up to two weeks after submission to BCKCA. If the documentation is not in order, it will take longer. The onus is on the driver to submit accurate and adequate information. The onus is on the Club CLC to submit material to BCKCA in a timely manner. The onus is on BCKCA to deal with the submitted material in a timely manner.

 The only real way for your CLC to know the information required to sign a form is for each club to keep a “driver data base” record showing medical, birthdates, etc. Copies of documentation should be kept with each Club for future reference.

 REGISTERING AT A RACE EVENT (Licensing Related)

Registrars need to know the proper procedure to protect the system’s integrity and liability. Registration is often done by people who are unfamiliar with the proper procedure.

 The driver must be asked to produce either a BCKCA License or an application form signed by their Club’s CLC. You then know the following;

1.     They have submitted all appropriate documentation

2.     All documentation has been checked and approved by the driver’s Club CLC

3.     They have paid their license fee

If a driver shows up with a form that is not signed, he is NOT LICENSED, and may not register. On rare occasions, a driver may make an application on the spot. He must be a member of the host Club as no cross over licensing is permitted. All the regular rules apply in this case so the host Club’s CLC must become aware of the driver’s documentation before signing authorization. Licensing fees are paid only to the driver’s home Club along with the documentation. The Club issues payment to BCKCA, not the individual.

Example: Joe Doe is a member of SIKA, he then travels to Quesnel for his first race of the year. He has no signed application. What do you do?

He cannot race, or he can join a Cariboo Club and apply for a license on the spot provided he satisfies the documentation on the spot so that the Cariboo CLC can sign his application. His license would be paid to the Cariboo Club and subsequently remitted to BCKCA.

 Rookie licensees can only be identified by their logbook entries. Their BCKCA license will not indicate rookie status. All drivers in BC are required to submit their logbooks in order to register in an event.

 We hope the above information is of some help to all Clubs. Contact us through your Club Representatives with any questions you may have regarding licensing.

Throughout the province there are many licensing deficiencies with people racing and not having the appropriate documentation.

Firstly,it is the racers responsibility to have their documentation in order and secondly, it is the local clubs responsibility to make sure that everyone who is racing has been processed properly.

We currently have a driver that has participated in at least two races in the province without a license, largely due to the local club not checking for such a document at registration. This person is now in a difficult situation with continuing racing in a timely manner.

We at BCKCA urge every club in the province to know the rules and act in a responsible manner. This issue (noted above) is the responsibility of your Club Licensing Committee, and failing that, your Club Executive.

Fran-am Update

FRAN-AM 1600 CANADA WEST INFORMATION MEETING

Vancouver, BC (April 8, 2003) - Fran-Am Sport - Canada Operations has arranged for an information meeting to be held this weekend to discuss important details on the upcoming Fran-Am 1600 Canada West series.

Date: Saturday April 12, 2003

All interested parties are invited.

Full details of the upcoming Fran-Am 1600 Canada West Championship sanctioned by CACC will be announced and discussed. Areas of discussion will include Series Rules and Regulations, Entry Fees and Prizes plus all other pertinent details.

A new Fran-Am 1600 car will be on display and refreshments will be provided.

The Fran-Am 1600 car features the latest in single-seat racing technology including a Tatuus carbon-fiber monocoque chassis, sealed 1.6-liter/123-horsepower motor, 5-speed sequential Sadev gearbox and spec-Michelin Sport racing slicks.

2002 saw the Fran-Am 2000 North American Pro Championship series grow from eight entries at the inaugural event in Vancouver to 27 over the course of the season. In addition, Fran-Am's World Championship Winter Series grew even more to feature 36 drivers from 14 countries competing for the title. Fran-Am Sport - Canada Operations expects the same level of success to follow the three Canadian Regional Fran-Am 1600 series as well as the premiere Pro Series events in Canada in 2003.

BCKCA February Meeting Highlights

The second BCKCA meeting was a very productive meeting with a few very important adjustments made that will address some of our member clubs concerns.

It is important to recognize that BCKCA is your Provincial karting governing body and your club along with the other clubs in the province control the direction of BCKCA.  As a result of this system the JICA class was reinstated and will be scored separately but will run at the same time as Junior III.  The other class that was effected was Comer or as it will be called this year Junior I  80cc.  They will be scored separately as well but will run with Junior I  60cc.  The Junior I  60cc class is the WTP and the Gazelle.

The Junior III class is now set and the engines that will run in this class are the Leopard Junior and the Rotax Junior.

The other important item of note was the setting of the rules submission deadlines for 2003.  This year each club is required to submit both their National and Regional rules proposals to BCKCA on or before September 30, 2003.

BCKCA will compile the rules submitted and return them to the clubs on or before October 31, 2003.

The 2003 BCKCA rules meeting will be held on November  22 & 23, 2003.

  3. Regional #3 Sept. 5,6,7 at CARTBC hosted by the Westwood Karting Association.

Clarification on License expiration dates

December 17, 2002

BCKCA would like to confirm that kart licenses are valid from January 1st in the year issuance until February 28th the following year or February 29th in a leap year.

What is Junior III ?

The karting community has indicated that they want less classes and the club reps have listened.  In an effort to balance the goal of having less classes and the need to bring in the new technology engines without hurting karters with last years engines the decision was made to have multiple engines in the junior 2-cycle classes for the 2003 season.

There has been several comments received regarding Junior III and how the engines will be configured.  Last season at CLKC the JICA and Rotax junior engines competed together very evenly.  JICA was restricted last year as per CIK and our assumption is that is still the same now.  The Leopard Junior will be restricted down to compete as evenly as possible with the JICA and the Rotax Max Junior.  It was agreed that changes during the season may be required if one engine is dominant.  It was also agreed that the weights should be kept the same if possible and the adjustments be made using restrictors if possible.

The BCKCA executive have required the shops to do testing and have the results ready for the BCKCA meeting in February.

National has not decided if Rotax-Max Junior or JICA will be national classes in 2003.  What is known is that only one of the classes will be a national class.

BCKCA AGM REPORT

December 10, 2003

BCKCA held their AGM in Chilliwack this year and the meeting was hosted by the Cultus Lake kart Club.  This meeting was probably the best meeting to date with good representation from each club.  The 2002 series was a great success and everyone agreed that little changes were needed in terms of the format.   The 2003 series will again be a 3 race series with the first race on the Island the second in Quesnel and the final race will be hosted by WKA at CARTBC.  The 2003 classes were reduced to a total of 12 from last years 21.

There were several changes made to the Junior classes and the Junior class age requirements were adjusted as well.  The new class structure is posted on the classes page.

The other major decision made was the reduction of allowable noise levels.  The new reduced level is 82db.  This sound level will be in effect at all 3 races and CARTBC urged the other clubs in the province to adopt the same sound levels as well.

The Canadian Nationals have been moved next year and will now be held at Mosport International raceway in Bowmanville Ontario.

BCKCA has scheduled another meeting for early February to fine tune the 2003 rules package, set the series dates as well as address any other changes that need to be made.

CARTBC News Release

2003 SOUND LEVELS LIMITS RELEASED 

To the Karting community in B.C.

 At the CARTBC November general meeting the membership approved a new sound level limit that will affect the karters in our province when they compete at the CARTBC facility.  The new limit of 82db as measured 100 feet from the center of the track at 90 degrees to the track 1.0 meters above the ground under full acceleration as measured during qualifying will be among the lowest in North America.

This limit was set after a full race season of testing utilizing the new silencers and air intakes on the market today.  The results were encouraging with the lowest levels coming in between 74 and 78 db.  Not all engine packages can attain these low levels and therefore we did not move the limit to reflect the lowest results.

 The limit of 82 db was chosen to allow for variations in weather conditions, wind direction and the phasing out of the old technology engines.

 The sound level will be a condition of renting the facility and sound level test results from qualifying will be required to be submitted to CARTBC after each event.

 We would encourage all shops to include the most up to date silencers with every engine package sold.  The clubs should make sure that their membership is informed of the new limit as soon as possible to avoid confusion next season.

 It is important to note that CARTBC had previously stated that next season the reduced sound level limit would be set at 80db.  CARTBC decided to move the limit to 82db to minimize the hardship on the karting community and at the same time reduce the impact the track has on the residents in the area.
