AGM February 25th in Abbotdford. February 6, 2012

The BCKCA Annual General Meeting will be held 9 am February 25th, at the Ramada Inn at Whatcom Road in Abbotsford. Along with the usual review of  rules. classes and financials for 2012 there will be decisions made for the future of BCKCA and karting in BC. A proposal to re-organise kart club affiliations to the CACC will be discussed. For background see the following correspondence from Dorothy Alaxander and Don Choquer.

Hi Guys

I received this email from Don Choquer yesterday and talked to him last
night. He is not sure about the direction Paul is suggesting but thinks
that this could give us more visibility in the motorsport community. He did
indicate that he and hopefully Westcoast also would be willing to take a
more active role in BCKCA. I still think that BCKCA is a viable entity
and I do not want to give it up but we do need to have the discusssion as to
what the immediate role of the organization is. Obviously we aren't going
to run races this year but we still have a place. I think the first thing
we have to do is schedule an AGM. We could invite Mike Kearne to see what
CACC would have to offer that we don't already have. I find it interesting
that this suggestion is Paul's and that he is attempting to pick our
successors! He has done this before with the Steward position and it did
not go well for anyone. So, how is the 18th or 25th of February for a
meeting in Chilliwack? Bill, could you send out an email to the Clubs and
get a consensus as to date then I will book the room.

Dorothy

Subject: Karing in BC

 Chris:

Mr Cooke called me yesterday regarding the BCKCA status or lack thereof.

He is proposing that we (karting) come under the CACC banner here in BC.
See their website below..... looks impressive, maybe we would get a lot of
exposure through being affiliated with them

 http://www.caccautosport.org

Mike Kearne is currently their president. You will remember him as the
 WCC Steward last year.

I don't necessarily think it is a bad thing but it becomes more of an
issue of control and by whom. When we were active as BCKCA we were strong
in BC and ASN allowed us to basically control the affairs of karting in
BC. Now in his proposal we would have a representative on the CACC board
for karting. He suggested that I be that person

The alternative would be for us to reactivate BCKCA and and assert our
position. I could take on the Presidents role there and get a local board
including Dorothy and possibly Danny and we would be able to resurrect it
if we think there is a need.

I spoke with Mike Greg and George Rickman about this and we will discuss
it again in a day or two once they have looked over the CACC site, etc.
Also as a side note I suggested that Paul talk to George about being the
Race Director for the WCC and he is going to talk to him about it.

If you have a chance call me.

 Don Choquer

More from Don Choquer.

Mike Kaerne called this morning about the CACC BCKCA umbrella proposal that was proposed to me last week by Paul Cooke.

For those of you who are just hearing about this proposal it is based on the fact that BCKCA has been rather docile the last few years and and Paul was suggesting that we look at the CACC organization to assist the karting community with their administration, officiating and licensing matters that CACC has in place. It could be a mutually beneficial relationship whereby we could share the resources that are already in place. Their website http://www.caccautosport.org includes on line licensing, rules, minutes, bylaws, etc for all of their memberships benefit.

If I have missed any of your BCKCA Club reps please forward this email onto them for their benefit.

Currently the way CACC works is they are the BC umbrella for all of the ASN affiliated clubs except karting. They have a representative from each of the racing disciplines on their board who then reports to them regarding their particular category. They have a common administration staff that produces the licenses, etc.

The President usually goes back East on an annual basis for National meetings to discuss rules, etc.

All of the racing disciplines receive their funding from their respective licensing and sponsorship initiatives. Each discipline determines (generally) where and how they use their funding. He also said that their marshalling discipline receives their budget from fines, etc. so you can see pretty much how all of the disciplines are stand alone entities.

They receive minimal fees from ASN but this pays for some of their administration costs. He said they received about $3,500 which comes from a portion of National licenses that are issued. I didn't ask him what the percentage was. So if that was the case I guess BCKCA should be getting some funding from ASN for all of the National licenses that have been issued ????

They have 2 AGM meetings and typically the fall morning meeting is where the general membership elects their head for each discipline which then makes up the board of CACC. They also ratify the rules for the upcoming season. In the afternoon each of the disciplines members break out for their own meeting to make their own rules, changes, etc. Much like we do in BCKCA today. The Spring meeting would be where they amend the rules with bulletins. They also hold skype meetings with the directors on a monthly basis and he did indicate that these meetings usually only ran 1 1/2 hours rather than the 3 hour marathons in person that we are all too familiar with. He did say though that they held 1/4'ly face to face meetings to deal with issues which is also a good thing.

I think we all should look into the Skype thing because it would cut down on travel and expenses and time overall. Someone just needs to do the minutes and ensure they are distributed as normal.

Mike has been involved for over 30 years in one form or other. Last year he was the clerk of the course for the WCC series and basically was brought in to replace Fred Causer by Paul Cooke at the first event held in Chilliwack. He is currently the President of the CACC.

By the way the BC Sports Car Club falls under th CACC umbrella as well.

Personally I think we can go either way. On one side we could get some exposure to race fans and the sports car parents looking for racing options for their kids. If we became a discipline within the CACC umbrella it would also expose our karters to other forms of automobile racing. CACC would administer our licensing issues and keep the website up with a karting section for updates and rules, etc. Basically centralizing the BCKCA licensing issue which has always been a bit of a problem and taking over the BCKCA website function.

I think our BCKCA organization has been a strong presence in Canadian karting and can continue to do so if we decide to go that route. We will need to spend some money to get the website up to date and a little more user friendly. My recommendation here would be to make this a central hub for karting with a chat board, club reports, race results and rule changes. In addition to that we will have to get licensing under control and issue regional license to all karters in BC.

Mike indicated he would be willing to come and talk to us at our BCKCA AGM. I am suggesting we put this on the agenda for discussion and allow Mike to present his case early in the morning so that we can discuss the proposal and determine the direction of karting in BC. Please keep in mind that Paul Cooke could just dictate that we automatically fall under the CACC umbrella anyways and we wouldn't have anything else to say about it. We could still have BCKCA as is and allow CACC to do the admin, licensing and website updates. ....

Don Choquer

Medical examination requirements relaxed for karting. March 7, 2009

Medical examination by a doctor is no longer required for kart racers under the age of 50, unless requested by ASN or club officials. Since the news item of March 4th the ASN Canada 2009 Karting Regulations have been published at asncanada.com, stating that drivers 50and over are required to submit doctors examinations every two years. For this year, BCKCA will allow a 90 day grace period for drivers 50 and over to submit their Medical Examinations, if required, and will issue licences immediatly with a Medical Self Declaration. The following is quoted from the 2009 Sporting Regulations. Note that racers are required to read and heed the ASN Regulations in their entirety.

4.11. Medical Requirements For A Driver Competition Licence
ASN Canada FIA reserves the right to request a medical examination of a driver by a physician at any time. Such requests are at the expense of the driver. Drivers shall not participate in any competition unless they meet, and continue to meet, the medical requirements of the competition licence.

a)
Applicants up to Age 50: At the time of application for a competition licence, drivers shall submit a completed and signed Medical Self Declaration. This must be signed by a Parent or Guardian if the applicant is under the age of majority in the province of application. The form is available at www.asncanada.com.

b)
Applicants Age 50 and Older: All Licence applicants 50 years of age and older are required every two years to pass a medical examination by a physician. The form is available at www.asncanada.com.

c)
Requirements For All Licence Holders: Any licence holder who suffers injury or illness, at any time, that may impair or prejudice in any way the licence holder's ability to drive a kart in speed events must report such injury or illness immediately to the ASN, and must be re-certified by a
medical practicioner as fit for competition before again competing. After any accident during competition it is mandatory for any involved driver to report to the event Medical Personnel and to submit to any examination deemed necessary for purposes of determining fitness to resume competition.
Refusal by a driver to submit to a medical examination will result in exclusion from the competition without recourse to protest or appeal. A decision made by an Event Medical Officer regarding the fitness of a driver for competition is final and not subject to protest or appeal.

Medical examination not required for karting. March 4, 2009

Medical assessment by a doctor is no longer required for BCKCA regional licenses. An annual medical self declaration will be required. A new self declaration form is being prepared for 2009 licensing. As soon as it is available it will be posted on our regulations page and a bulletin will be issued to change the rules for medical requirements.

Sunday will have them all racing together in two groups, TAG-A and TAG-B. The division between A and B will be based on qualifying times. The top four finnishers in the B final will earn a transfer into the A final.

CARTBC has donated track rental for this race, allowing sustantial fund raising from the event. All funds raised will go to the racers travel fund. This fund will be dispersed to all racers that have to travel to attend BCKC races at tracks away from their home track.

Quesnel accomodations. August 20, 2007

Accomodation rates are the same as last year (see below). One thing to note. When calling the Sandman, be sure notto get transferred to "Central Reservations" and place your reservation with the hotel staff in Quesnel and quote the "Star Plus rate for the Kart Race". For those coming to Quesnel for the first time there is a map to the track below.

Wooten accepts position of Licensing Director. February 25, 2007

Mitch Wooten has accepted the position of Regional Licensing Director. BCKCA extends appreciation to Mitch for her commitment to the kart racers of BC. We are still without a Regional Tech Director so our appeal continues.

Volunteers needed for Licensing and Tech. February 20, 2007

At this point BCKCA is without a Licensing Director and a Regional Tech Director.

We thought we had a couple of candidates for the licensing position, however they both have declined to take on this position. Therefore I appeal to all karters in B.C. to step forward and fill these positions. If you have questions about these positions, please contact John Gregg.

As club members we all have to understand that our clubs and region are run by volunteers from within our clubs. And we have to accept that the same people can not be expected to fill these positions year after year without a break or change. So to bring back an old cliché, karters, ask not what your club can do for you, but what you can do for your club? Please ask yourself if it's your turn.

New name for Capital City. April 11, 2006

Vancouver Island Karting Association, VIKA, is the new name chosen to replace "Capital City Kart Club" by Island karters. It is felt that the new name better represents their position as the kart club that represents all of Vancouver Island and not just Victoria. For more on this, see their web site.
